It's Official: Portland City Council Passes Home Energy Audit Mandate

Despite ardent opposition from the Portland Metropolitan Association of REALTORS® — backed up by OAR — the Portland City Council has, as expected, enacted a mandatory home energy audit for homeowners wishing to sell their property. The council passed the measure unanimously on Dec. 14. The measure, pushed by outgoing Portland Mayor Charlie Hales, is aimed at reducing carbon emissions by making homes more energy efficient. Unless reconsidered, it will go into effect Jan. 1, 2018. 

PMAR was diligent in its opposition. PMAR Government Affairs Director Jane Leo testified the proposal was “flawed, costly and intrusive.” She also noted that as written, the ordinance will only apply to approximately 6 percent of the single-family homes sold any given year, adding an extra burden to a relatively small number of homeowners. The city estimates homeowners can get the audit done for between $150 and $250, but PMAR and OAR believe it could cost substantially more. OAR is also concerned the Portland measure could set a precedent statewide and will examine all options, including potential legal action
